That was the words of billionaire inventor Tony Stark (Robert Downey, Jr.) in front of the Senate. They are forcing him to share his technology with the military. The technology in question is the technology that built the Mark III. In other words, the government wants to build their own Iron Man.
In the ending of the first Iron Man (2008) movie, Tony Stark was supposed to give the press the cover story that the S.H.I.E.L.D. had given him. But perhaps because of his rough relationship with his personal assistant Virginia "Pepper" Potts (Gwyneth Paltrow) at that moment, he told them he is Iron Man.
In Iron Man 2, Tony Stark tries to withhold the technology from the government because he fears it will slip to the wrong hands.
However, the government is not the only problem.

After confessing his identity as Iron Man to the world, Tony Stark comes under fire from the United States Government who demand he hand over the powerful weapon that is the Iron Man suit. As the Government attempts to create a duplicate suit with the assistance of Stark's rival, Justin Hammer (Sam Rockwell), Tony's long time friend Jim Rhodes (Don Cheadle) is put center stage in the conflict. Meanwhile, a mysterious and dangerous foe emerges in Ivan Vanko (Mickey Rourke), who creates an alternate and powerful persona known as Whiplash in order to exact revenge on the Stark family once and for all... it isn't long before he unites with Hammer in an effort to destroy Iron Man. With the arrival of his shady new assistant (Scarlett Johansson), and persistent recruitment attempts from S.H.I.E.L.D. director Nick Fury (Samuel L. Iron Man 2 introduces new characters that Marvel fans will be excited about. Iron Man will be matching his metal gears with the newly-created Whiplash, which uses the same technology as the Iron Man's armored suit. And then the shady assistant Natasha Romanoff will be revealed as the Black Widow. And finally, Jim Rhodes will finally get to ride one of Stark's inventions and become the War Machine.
